International community: High hope for Acheh peaceful solution

 
Geneva-Sweden (ASNLF), December 3, 2002 —— In a historical perspective, the Dutch and the world was about going to know the big difference between Java and Acheh. In the debates on Acheh in the Dutch Parliament on November 5-6, 1907, a member, Ijzerman, MP, pointed out that:

'Acheh could not be compared with Java. In Java and in any other islands, if you had killed the Sultan or the King, then everybody would surrender, and the war would be over. But it was not so in Acheh. Because the Achenese had got a history and tradition as an independent nation. Even if the Sultan or the King of the day was killed, the Achenese State could still survive. That was what happened in 1873. The Achenese State survived and continued the war against the Dutch.' That is also what happens now against Javanese-Indonesia's colonialism!

efore it was universally recognized including Britain, USA, Portugal, France, Turkey, Netherlands, etc. When the Dutch declared war against the Kingdom of Acheh on March 26, 1873, the Dutch duly informed the Government of the USA and asked for the latter’s endorsement of their aggression. President Ulysses S. Grant of the USA promptly refused to endorse Dutch aggression and he declared USA 'Impartial Neutrality' President Grant then sent the following message to the Congress:

'Official information is being received from the Dutch Government of a state of war between the King of the Netherlands and the Sultan of Acheh. The officers of the USA who near the seat of the war were instructed to observe impartial neutrality. It is believed that they have done so.' (Messages and Papers of the Presidents, p. 4192)

In a historical perspective, on July 28, 1873, Lord Stanley of Alderley, made a formal statement in the situation in Acheh where the noble Lord concluded:

'The Dutch had no grounds for quarrel with Acheh, which had done them no injury. The Dutch had attacked Acheh and failed.'

Referring to view of the historic Acheh-British Alliance of 1819, Lord Stanley asked:

'Why they (British Ministers) did not make the necessary reservations on behalf of Acheh, which state was entitled to expect that we should not forget its ancient independence, and a history which at some periods had been brilliant. For Acheh was an independent state at the time when Holland was a Spanish province.' (Hansard, House of Lords, Debates, July 28, 1873, vol. pp. 1077-1081).

HDC would like to express its appreciation to the Government of Japan for hosting, and to the Government of the United States of America, the World Bank and the European Union for chairing this conference.

With the support of the international community and the continued commitment of the Government of the Republic of Indonesia (GoI) and the Free Acheh Movement (GAM) to resolving the conflict in Acheh peacefully through dialogue we are confident that the agreement will be implemented effectively.

All participants at the conference expressed their strong support for the peaceful resolution to the conflict and for the GoI and the GAM to continue their dialogue to conclude an agreement on the cessation of hostilities.

We are encouraged that the cessation of hostilities was recognised by all participants at the conference as a necessary first step, but that it can only be sustainable through all-inclusive dialogue, concrete actions towards fair and democratic elections and comprehensive programming aimed at addressing the root causes of conflict.
