Dear
Madams/Sirs,
We, the Acheh Referendum Information Center (SIRA),
the institution for political struggle organizing the
struggle for self-determination and independence of Acheh
with peace, democracy, and civilization, are willing to
deliver a proclamation and request for support and aids from
all parties of international world that the condition of
Acheh nowadays is independent in de facto. Many different
indicate this condition and serious facts, some of which
are:
First: All legal institutions and courts of the government
of the Republic of Indonesia existing in Acheh are in a total
paralysis; hence many Achenese people and political
activists are taken out of Acheh, especially to Medan (North
Sumatra), to undergo legal trial.
Second: Institutions of the government of the Republic of
Indonesia existing in Acheh from village to provincial level
have totally been paralyzed and governor office together
with its governmental authorities is in serious continuous
paralysis.
Third: Institutions of people's representatives from regency
house of council to provincial one do not function at and
are in a total paralysis.
Fourth: Wars between military/police of the Indonesian
government and the government of Acheh Sumatra National
Liberations Front (ASNLF/GAM) are still in progress; hence,
de facto most regencies and government administration are
under control and government administration of GAM.
Fifth: Collective social
condition and socio-political condition of Achenese people
have acknowledged and implemented the rules of the
government of Acheh sincerely, peacefully, and transparently
as a action and legal government. On the other hand, what
has been and is being executed by the Indonesian government
to force Acheh as a part of its nation and territory
has truly been evaluated and concluded people of Acheh
as
a behavior, culture, policy, and act of a neo-colonialist
government.
Sixth: Condition of wars between the military/police of the
Indonesian government and soldiers of the government of GAM
in behavior, culture, policy, and act occurs like between
nations. Due to their serious and continuous defeat, the
military and police of the Indonesian government are still
killing, abducting, torturing, arresting, and detaining
civilians in Acheh. Besides, the burning, of people's houses
and public
facilities is still in progress. And even in the last two
months, military and police of the Indonesian government
burnt some Achenese people live and shot dead after they
were arrested. Meanwhile, soldiers of the government are
continuously hunting and monitoring the military and police
of the Indonesian government.
Seventh: Peaceful and democratic civil resistance is
also a significant factor in accelerating the independence
of Acheh de facto today. However, the resistance of civilians
in Acheh organized by SIRA and assisted by various civil
institutional is still demanding the process of
de-colonization and peaceful comprehensive solution through
a referendum to direct ballot for the independence of Acheh
under the surveillance of international community.
Therefore, SIRA demands all concerned international
communities — the United Nations, foreign countries, and
international institutions— to pay serious attention and
provide support and assistance to the process of
de-colonization and to a comprehensive, sincere, peaceful,
and democratic solution. Hence, the condition of the de
facto independence of Acheh and the repressive militaristic
measures by the government of the Republic of Indonesia does
not maintain the humanitarian crisis and the continuing
political and security conflicts. The above declaration and
support request addressed by SIRA are of great significance
for a peaceful, sincere, and comprehensive political
settlement of what has been and is in progress in Acheh.
